On first assessment it's obviously targeting Catholics, most likely to rile them up over "African migrants", to create prejudice, and generate enmity between the two groups and generate energy in the growing race war narrative. This follows on the foot steps of the praxis of various psychological operations targeting the Eritrean Canadian diaspora as well.
